I was reading the article written By Mr. Earl. In the article it stated:
"..new contract be contracted out at a competitive price and for a shorter duration.." refering to the AFA road contract. While I am in agreement regarding the contract I am not in agreement about the competitive price. This type of work is deemed professional services and per state law must be awarded on qualifications and not price. As far as a selection committee, I am all for the committee as long as it is setup correctly. By correctly, my idea, the DPW director chairs with not vote and handles final scoring, two or three members of the council and two/three members from administration (department heads), then a shortlist of three, Parish president recommends 1 to be awarded, then council makes final decision based on scoring sheets and recommendation. All in open forum with disclosure sheets of personal contacts.
